It's a good bet that is EXACTLY what they mean.
If someone else says that, they are probably not using a word in their everyday vocabulary. Using it in the context you describe, it has become a trite, common euphemism for "weird."
If YOU think of your ideas are unique, then that is a good thing; a very good thing. In that case, the word means "original."

Not really. I thinka person can be unique and not weird. We are all unique in our own way. It doesn't mean your weird, just different. Different isn't always bad.
