We suspect that our ISP is blocking VOIP and would like to find a good IP tunnelling service that would perhaps allow use to get around the block that the ISP is putting up.

I live in Belize and there is only one primary ISP provider. The issue of the ISP blocking has been in the paper and there have been public meetings about it.

I suggest you take up the issue with the PUC. The PUC issued a ruling that BTL or any other phone company cannot block VOIP from computer to computer.

If no one complains to the PUC then they will think ahh, everything is fine and BTL isn't hurting anyone.

Pick up the phone tomorrow and call the PUC about it and be persistant until they answer your concerns.

if you suspect your 'isp' has the balls to block your voip, contact your voip provider... it's probably your equipment!
