Chennai and Bangalore are centres where woven garments are made,but the materials they get for the items you require are from Surat, Ahmedabad, and Mumbai only.
The skilled labour and overlock,power singer machines are plenty in Ludhiana, Tirupur ,Chennai and Bangalore.
For Knitted womens , Tirupur is the best place
Either you can supply fabrics and get the jobs done or otherwise you should own machines and labour. This way it is cheap.
But if you order, it is Newdelhi where a lot of garment manufacturers for high value ladies segments exist!
