Sounds like thrush...I would take you child to the ped. cause if can be very painful for the baby, as well as the mother if you as breastfeeding.

Candidiasis
Symptoms
White patches on inside of mouth that you are unable to wipe off; also known as "thrush."
Raised red dots in diaper area, found under skin folds, or in groin area.
Treatment
Oral Candidiasis (Thrush)
Nystatin liquid in each cheek four times a day after feedings.
Have an older child swish the medication in the mouth for several minutes before swallowing.
For infants, use a cotton swab, or a pinky finger with a short nail to "paint" the medication on the inside of your child's mouth. Be sure to cover your baby's gums, tongue and inside of cheeks.
Wash any item your child puts in his mouth, (toys, nipples, pacifiers, utensils, etc.) Wash with warm soapy water after each use. Do not allow sharing of these items.
Candidiasis (In diaper area or skin folds)
Nystatin topical cream or powder. Apply as directed.
Before applying, gently wash the area with a warm washcloth. Dry the area completely. Keep the diaper off or loose as much as possible. Change diapers frequently.
Apply a thin layer of medicine over affected area.
Apply a protective coating over top of the medicated ointment (Desitin, A&D ointment).
Be sure to wash your hands before and after applying cream/changing diaper.
Call Your Child's Doctor If:
Your child has any difficulty with feeding.
The candidiasis doesn't seem to be getting better after using the medicine for five days.

It could be thrush. I would take the child to the doctor and see if it's just a tooth tryin to pop through or if it's achually thrush. Also try taking a warm washcloth with no soap on it and try to wipe the spots. ~Good luck~ :)

Sounds like he may be teething. My daughter got white dots as her teeth were about to come in.

How old is the child? Could be teeth breaking through the skin.
