A lot will depend on where you will be working / going to school. I work in Internet / Media city area which is towards Abu Dhabi, colleagues here live in Sharjah and regularly take 90 minutes to either reach office or return home :(
Yes they pay less but shelling out a bit more in rent they can cut that down to 20 minutes in the Sprngs / Greens area.
I guess you have to consider all the options - just know this is car culture and infrastructure in the way of public transport is next to nil.

Just today, the leading UAE broadsheet posted a survey of rents for flats in different areas in dubai: for 2 bedroom flat(did not say whether old or new), ranges from AED 95K to AED125K (us$ 26K-35K) annually excluding other real estate costs. The costliest area would be in Jumeirah and lower rents in Deira side or in Mirdif or in Ghusais which is near Sharjah. It is much better to go to Sharjah, another emirate adjacent to Dubai. The travel time might be a pain sometimes but you can get new, luxurious flats for half the costs. We took out a lease on a new 2 bedroom hall flat for only AED 57K/yr (US$15.5K) with a nice lagoon view.

the top places to reside in Dubai are Jumeirah, Karama, Dubai CBD. The cost of living in Jumeirah is around US$1000 a month.

The other places you may love to live are Hor Al Anz, Rashidiya, Garhoud, Hamriyah.

I would suggest you rather live in Karama or in Deira Dubai, which is less dearer. In Deira Dubai you might be paying monthly around US$500. Its ideal to live in cheaper places in Dubai bcos there are now bus services all over the city to take you around.
Buses can be sought from Bur Dubai station or for more information please visit Dubai yellow pages.

Hope that helps
