Because conscience is not universal, we have laws to even out what conscience is, within the common law. If we did not one person might feel is was perfectly alright, to kill people of another color, we have laws that state that is wrong, one person might feel, that money deposited in a bank is the banks money, and they could do as they see fit with it, with no accounting of where it went.
As to morals, one person could think that it was perfectly alright to have sex in the town square, and any man, woman, or child should be able to see the act, we have laws that says that is wrong. And so on,
We have laws in order to make living with one another equalible between all people on that country. We know what is right and wrong, and what we can and can't do..

History gives too many examples of what happens when law breaks down--the Watts Riots of 1965, the Rodney King Riots, there was a police strike in Boston in like 1918 or so, without laws to govern our behavior and without police and courts to enforce those laws, just about anybody would feel free to run rampage--to get even with people, to rob them, whatever. Laws need to be minimally intrusive (unlike here), with the lowest possible penalties, and people need to be educated to keep the law and given the opportunity to make a decent living thru honest work, to minimize crime.

Because most people do not have the self-control and the respect of others to limit their own actions.
We need laws only as long as people allow their own greed and fear and hatred to rule their actions. We need laws only as long as we choose not to govern outselves with wisdom and compassion.
