I believe your looking at the slides, I am not 100% sure but I believe the carb that you have are what are known as CV or constant velocity carbs, the throttle controlls the butterfly which is behind the slide, as the eng, RPM increases the vacuum increases behind the the slide. a diaphragm that is above the slide is pulled up by the increased vacuum which pulls the slide open, this is done so that if you were to grab a hand full of throttle the eng will not hesitate.
As for getting fuel to the carbs, take the drain screw out of the bottom of the float bowl, the very bottom piece of the carb, if no fuel is coming out then take fuel line off of the carb to make sure fuel is at least getting that far. There is a 90% chance that your going to have to pull the carbs and clean them, the carb cleaner that you add to the fuel dose help but, if the fuel is not going threw the jets then the cleaner cant get there eather.
You might try to find a spray bottle and put some gas in it, spray it into the carbs as you cranking it and it might start up for you, eng. vibration might knock loose a stuck float if that is your only problem.

Floats dont move with the throttle. Floats move based upon the level of fuel in the bowl. If you are not getting fuel into the carb, check the petcock screen in the tank. Check the float needle and passage as a matter of fact clean all jets and passage ways. I am not familiar w/your bike but some have vaccuum controlled fuel feed. Check vac lines.

It sounds like your carb jets are clogged. No need to panic. Just pull the botton half of the float bowls off, spray some Gumout in there, and actuate moving parts. You may need to adjust your float also and/or replace the jets. When they get clogged up, the rubber stopper material around them often gets eaten up as well. So if you do free them up, they may not seat appropriately.
But try the gumout first, it may be all you need. Check the fuel line into the carb also.

With a 20 yr old bike, you probably need to pull the carbs off and have them cleaned. The float bowl jets must be clogged, or the needles stuck in them .
First though, I would pull the drain plugs out of the float bowls and tap the bowls GENTLY with a screwdriver handle or very small hammer . See if gas runs through the carb.

It sounds like u need to rebuild your carb i had the same problem i rebuilt it and it still didnt work so i bought another one.IT could be air locked too.
