People love it when you give them your wallet (especially if it is about to burst because it is so full of money!).
However, they love it even more when you let them know that their shirt is inside out, their pantyline is visible, or that their tag is sticking out. This is a nice way to start a conversation with strangers because people are happy to have someone tell them what is wrong with them.
If you get desperate, purposely spill a drink or some paint on someone's lap and act like it was accidental. Rush to help them clean up. They'll likely think that you are a nice (but clumsy) person who is worthy of friendship.
My favorite method to make new friends when I travel by rail is to order more beer and alchol than I could possibly drink, and let the cans with open tabs roll around on the floor and on my neighbor's lap. This is a wonderful ice-breaker, and if the person yells at you for this, you can tell that this is someone you should not waste your time trying to befriend. You can also try this on some airlines with soda instead of beer as most don't seem to serve beer...

Find out if they have similar interests as you. But you need to approach and talk to them first.
