What you can do that's safe and healthy and gives the feeling and look of fuller breasts is to develop your pectoral (chest) muscles beneath the breast. Use free weights or a universal gym. Try lying on your back on a bench with a five-to-ten pound weight in each hand, arms extended to your side at shoulder height, and pull up and forward, elbows slightly bent so you're not straining. Touch the weights together above you and slowly lower down and out again. Use a ten count on the lift and a five count on the downward.
The larger and stronger the muscle beneath your breast tissue, the nicer and fuller the breast will appear. Sagging, thin pectorals can make a breast droop and appear saggy, too.

Well, I dont really know.Sorry.
I seem to have the opposite problem; I wish my boobs were smaller; and it just so happened that I lost a bunch of weight recently and I also lost some in my breasts, soooo like someone else said maybe, but only maybe, you could try gaining some weight or maybe there are some exercises to help you out in that respect.Okie, so long and I wish you the best.

Everyone is different!
There are no magic pill or drink, no exercises that one can do.
Time is your friend if you are young! Some women develop later in their 20's. Some increase in size after they have children. Some decrease in size after they have children. It all depends on your genetic make-up, look at other female family members, ask them when did they developed, that would be the first clue.
But remember that everyone is different!!!!
Some need medical intervention or surgery! Last resort, too many risks!!!!!

No pill is going to give you larger breasts. If there were such a pill, it would cost about $5,000 for a bottle and we'd all know of them.
Your options are: surgery, or learn to live with your build as is. You can do exercises that may increase the firmness, but they will certainly not get 'fuller' by doing so, just perkier.
Research augmentation. There is always a chance of side effects, such as leakage, but just as important is for you to research the doctor who will perform the surgery. Talk to his staff, look into his credentials, and speak to at least patients of his. (If he's a good doctor, he will provide you with at least a phone number, if not their name, to call.)
No miracle pills to increase breast tissue; I wish there were but, don't buy into them. Literally, they are only commercials and you will NOT get results.

Then nothing. Theres no other way of doing it unless you get surgery. I mean, you can buy all the $100 creams you want, but to give you a noticeable effect, you have to do the surgery.

if you want them to BE fuller..you dotn have a lot of options. either:
-birth control pills
-get pregnant
-gain weight (this might not work--your fat might just go to other parts of your body)
-surgery
