Some DVD players can read mpeg, others can not.
For 100% playback you have to make the DVD in DVD format using software like Roxio DVD Builder

Your dvd player must not be mpeg compatible. You could burn the mpeg file to a regular cd-r as a vcd and try that, some dvd players will only play vcd and not the svcd format. You might want to refer to the owners manual for you particular DVD player to see what is compatible.

Every DVD should read MPEG, since VOB is just MPEG-2, you can't just burn the file to the DVD, however. You must "convert" it to VOB or VCD structure indeed.
