You're avoiding the applications because filling them out makes you anxious. If you avoid them, you feel less anxious, which is a short-term success (in a perverted sort of way).
If you really want to do this, you will probably need to address the anxiety. There are lots of ways to do that, but here's one:
Get away from the computer (if you don't need it for the applications, you can turn it off) and go find a comfortable but upright chair to sit in. Close your eyes and take a deep breath so that you can relax as much as possible. Sometimes it helps to do a slow inventory of your muscles from the top of your head, on through your chest, arms, abdomen, and legs, to the tips of your toes, telling yourself at each stop along the way to slowly relax.
Then envision the applications filled out. They're done, submitted, and no longer on your mind. Let that feeling of accomplishment take root. Then go back one step. What was the last thing you did just before completing the task? Think about getting that done, then having the sense of accomplishment.
Repeat the process with each of the tasks that lead eventually to that feeling of accomplishment. Each time dwell on the good feeling of getting things done.
Once you've worked your way back to the beginning, imagine that the first task is sitting in the chair, picking up the pen and making the very first mark on the first application. Follow it through to the feeling of accomplishment.
Then, relax again. All the way.
Finally, gently allow yourself both to focus on making that first mark and remaining relaxed. Open your eyes, retrieve the applications, and get to it. You'll know what to do.

Clear off your work area.
Make three spots.
1. One for finished pages - completely filled out
for answers that you know.
2. One for stuff you have to find out,etc to fill out.
Put all pages of application in order.
3. Turn the pile over - so the back of the last page is facing you.
Turn that page over, and fill it out. If you know some of the answers, fill them out.
If it is complete, put it in the complete spot.(1.)
If still some blanks put it in the other. ( 2.)
Turn over the next page. Fill it out.
Until you have your two stacks of pages.
One stack is finished, one is waiting for the information you have to look up or call about.
Make a copy of this, for the next time you have
something to fill out - the information will be at hand.
Make a solemn promise to yourself that you can not have ice cream or whatever till all pages are complete!.
Get a paper file folder and label it "application information", and keep the copies in there.
Save yourself a future headache.
Good luck.

I am the same way. I rather surf the net than to do anything else. When I need to focus and get something done, I leave the house. I go to a coffee shop or library. I also tell myself, I am not going to leave until I finish. That usually works for me. Good luck.

What is it about the applications that is causing you to be stressed, afraid and want to avoid them?
If you understand why you may be afraid or upset by filling out the forms - you may be able to stop avoiding them and actually get them done. Bite the bullet and just do it - you will feel better when they are done.
