How to rush a city improvement in Civilization 4?

The manual say that you can rush units, city imp, and wonders. I use a Great Enginer to rush a wonder but what about the Units and City Improvements? Any one can help?

you have to have salvery or emancipation civics

Then go to the city screen along the bottom side of the window toward right center you will see a group of buttons, one of them says draft for refrenece sake. One of those buttons ishurry produciton with people (slavery) and another is hurry produciton with money (emanciaption)
