I use plain "white School glue" or any other
glue I have on hand. Glue stick with a clear gloss top
coat works great too!

another tip for white school glue: "crackle paint "
Apply base coat of paint (acrylic)
then a coat of "white school glue"
apply top coat of paint let dry
& WaaLaa crackle done WAY cheaper!

Homemade decoupage: To make your own decoupage medium, simply mix together equal parts of water and white craft glue, such as Tacky Glue. Mixture should be milky and a little thick, not too runny.

Do NOT use flour and water! It does make a paste, but it will not dry clear and you'll wind up with white globby streaks over your project.

flour and water - it makes paste. or you can use liquid starch.
