You can download music from websites, or you can use P2P software.
For websites, just search the web using keywords like “free download music”. Avoid first page results, use pages from pages 6 or more, because those sites in the first pages are all famous. And we both know that no famous site would allow free downloads! So just skip the first pages.
I know some sites, they allow free download of music.
www.system.ir
www.mixiran.com
www.sarzamin.org
www.takdownload.com

you can also use P2P softwares. The basis is that you share some of your files and let others download them, and you can download files that others share. You may not share any file at all, it is ok. But remember that you might have a file that others, really need. So share files and let the network enjoy this SHARING! I myself have shared about 4GB of music and 4GB of movies and 2GB of software and 500MB of ebooks and ... :p
in return i have downloaded musics and movies that i liked, via P2P. It is a cool idea!
If you want a P2P software i suggest you eMule. (if your OS is Linux, use aMule). Go and download it, it is free. And is safe (as much as i know). Their website is this:
www.emule-project.net
you also can use limeWire. It is also a good P2P, it is free also and written in Java programming language, so it runs on any platform. Their site is this:
www.limewire.com

but i suggest emule, because its network is very wide and has tones of files on it.
Have fun!

MySpace in the music section. If you look up the artist you like they will have music on their site and some even let you download the songs and it's in mp3 format.

Use eMule...if you are behind a router, you have to forward ports to your computer for it to work properly.
