An adjective is any word that modifies a noun. By modify, I mean, makes some sort of specific claim about that noun. If I say, "I have a red shoe," then "shoe" is the noun, and "red" is the modifier (adjective)
So, "environment" is a noun, and "local" is the adjective.
"place" is a noun, and "different" is the adjective.
