alt tag is used to define a popup text to images.
for example
If you are using just HTML then it is not compulsory to include this tag but is compulsory in XHTML.
Sometimes if an image is not loaded, this description in alt tag is displayed which could say "loading image..." etc.
It is a good practice to include this tag always.
There are no issues in using this tag in HTML but your page will not be a valid XHTML if you choose not to include in XHTML.

The alt tag is used for alternative text for pictures for non-visual browsers and when the image file is not available
