It goes at 56k/s when my brothers computer is plugged into the router and it goes 4.5 mb/s when I unplug his computer. Could I buy a server or something to speed up my internet while he downloads crap?

I'm pretty sure the only way to speed up your connection in this situation is to get a faster connection like cable

I have cable and things run faster even when the other computer is connected to the router

my speed is like 100mbps while the other is 10mbps so still pretty fast

so my suggestion: get cable

well then if it drops such massive amount of speed if not connected then something on the router is incorrect i would advise reseting the router back to factory defaults.
a server would run over $1000 bucks.
best idea upgrade the internet service with your internet service provider and buy a better router.

I assume you are both hard-wired (wireless connections are slower). The best solution is for your brother to set some throttle options in his download program to avoid hogging all bandwidth. The bottom line is you are sharing the connection, so you both get access - it's just that his downloads are requesting all the resources.
