I made a trade with another team in my league and the day it was supposed to go through Yahoo sent me an email. It said that the other team's roster was locked and couldn't make a trade. So it cancelled the trade which is complete bull because we both wanted it to happen. Anyone know anything about this? Why and how the rosters lock?

It couldn't have been the commish since it is a public league.

It would have said that the league vetoed the trade, not that the other team's roster was locked.

COULD ONLY BE 1 OF THE 2:
1. Commisioner is a jealous bastard and disapproved the trade.
2. the league vetoed the trade, though both wanted the trade, the league may have the right to veto it.

The commissioner locked the roster. Perhaps the trade was unfair but no one was vetoing?

The commish must have locked out the other team. Look at the transzction section, it should say when it happened.

ask the commission, he has the power to lock the rosters at any time
