At any given moment, only a small number of your neurons may be actively communicating with neighboring cells (i.e., making thoughts). But over time all brain cells are busy doing something. Sort of like a highway is not 100% packed with cars but maybe only 10-20% of the highway surface is covered by cars at any moment. Over time cars occupy all the open space on a road. The same is true of brain cells; they aren’t always firing off signals at any given instant, but they do send signals at some point or another.

It's a misquote.
A scientific paper published in the 70's stated that scientists had at that time only mapped 10% of the human brain. (it's a lot more now)
This was picked up by pseudoscience nuts and misused as "evidence" that the brain had huge untapped resources.

That is actually a myth. I've heard it many times. Every part of your brain is actually used, with functions from motor skills to vision to problem solving. There is no "blank" part in your brain.

It is true that you can learn new things or improve skills through practice. However, just what is the limit to our brains' capacity in terms of percentage can never be determined.

Perhaps Mozart or Da Vinci came close to their brain's maximum capability? We can never measure.

Since it took us 5000 years to be what we are now, we can expect to become adults in another 5000 years...
We use all parts of our brain, for various purpose.
The idea that we only use 10% (actually said "3%") came from misquoted references, meaning that there are 90% (97%) that we do NOT understand about our brains, implying that IF we could use our brain at 100%, we would do inimaginable feasts of things! (more science fiction than reality).
(I think, however, that politicians do not reach that level...)

I don't think anyone who knew what they were talking about ever made this claim, it has been debunked so many times by people you can trust. It is generally cited by people trying to explain mystical pseudoscientific powers they have because they are harnessing the "other 90%". Uri Geller is among these fools.

Is it your contention to challenge this theory you may also try to improve the amount of oxygen that your lungs can process...only about 17%..... heard that somewhere!
