I would interpret "my car is stolen" as "My car is a stolen car", just as "My car is red" would mean "my car is a red car". You use the car but you probably bought it from someone who had stolen it (or you stole it yourself, but that sounds a bit off).

My car has been stolen is a passive sentence in the present perfect--so something happened to the car you already thought of as "your car"; it was stolen. And that happened to it in the past, but the effects of that happening continue to the present; i.e., you don't have it back yet. You probably still have some expectation of getting it back, or you'd just say "My car was stolen."

The first issue is one of tense. "is stolen" is 3rd person singular present tense active voice whereas "has been stolen" is 3rd person singular past (imperfect) passive

The business about the active and passive voice is a real issue. The first phrase suggests that you stole the car and now it is yours. The second phrase suggests you had a car and now it is stolen from you.

"My car has been stolen," means that at one point in time, the car that you owned was illegally taken away from you by another person or persons.

"My car is stolen," mean that the car that you currently possess was at one point in time illegally taken away from it's rightful owner by another person or persons.

More simply, "My car has been stolen," means that the car you own was stolen from you and is no longer in your possession.......while, "My car is stolen," means that you either stole your car from someone else or you bought your car from the people who stole it from its rightful owner.
