First, you need to decide how you want to run PHP. On Windows, you can do it with either Apache or IIS.
If you choose Apache, there are packages such as XAMPP or EasyPHP that will automatically install Apache, PHP, and MySQL, which will give you a ready to go development platform. Alternatively, you can install all three (or two, if you don't need MySQL) separately.
If you choose IIS (which comes with Win2K Pro and WinXP Pro), you need to enable it first through Add/Remove Windows Components. Then, you can download PHP:
http://www.php.net/downloads.php
and configure it to work with IIS:
http://www.php.net/install.windows.iis
My personal preference is to deploy PHP under IIS; this way, I can develop in both PHP and ASP.

Google XAMPP.
Load XAMPP for your PC. it is an apache/mysql/php server.
