It depends the strength and quantity of the acid and base.
Generally speaking, an acid gives off H ions and a base gives off OH ions. When you add acid and bases together, the H and OH join to form H2O - water. If you mix the two together so that the number of H equals the number of OH, then you will have a neutral solution.
Using Universal Indicator, it will turn green.

If u add a strong acid and a strong Base like HCl and Na OH
u will get a neutral solution provided they are in equal concentrations
But if u add weak acid like carbonic acid to a strong base like Na OH then u will get a solution that will be alkaline

it depends on the strength of the acid and of the base. if they are in equal molar amounts they will neutralize. if not it will either stay acidic or become basic depending on how much is added.
as for indicators it depends on the indicator you use. it's good to have a scale of somesort handy so you can see how acidic/basic a solution is.

if you add a base to an acid it will become neutral as long as there are equal parts, if there are no equal parts, then there would either be an acid or a base, not really sure

Add the base drop by drop and a time will come when it will. Too much or too little base will not neutralize the acid.

It depends on the concentration and the 'strength' of the base and the acid. If strong acid (H2SO4) and weak base added, it will not become neutral. Acid and base become neutral only if they concentration are same as their balance equitation.

not necessarily, b/c you can also have solutions that act as a buffer, so no matter how many acid or base you add the pH will not change drastically, usually with weak acids and bases. Since strong acids dissociate completely into it's components.

only if the amount of base equals the amount of acid If yu have a level 4 acid or base, i cant remember exactly which side is which, then you must neutralize it with a level 11 base, with the same amounts.
