When I log on to my Internet Service provider(dial-up) the computer tells me that the modem is being used by another program, which it is not.

electricity is not stable during thunderstorms. it may have affected only your modem if you're lucky. i had to change the most of the inner side of my computer as i heard the other day some kind of explosion. one other thing is to check for viruses. these things can destroy anything and show no mercy..
just take both your PC & your modem to the shop you bought them

juts try to query the modem. if all well then check for some hidden programs. if nothing that sort of that is there then you can do a reinstallation of the modem if you are good at it. if you think that lightning affected your modem, then get it checked. lightning can destroy a modem totally

Try uninstalling and reinstalling the modem through Device Manager.

Ok you need to check your conections, Turn off your computer and reboot the system. By a surge procter for your pc. Dont feel to bad about it I woke up to no hot water because of all the rain. I went to check out the basement and its flooded!!!!!!So Im sos.

Your modem is not working or the drivers have to reinstalled.

it may be likely that your modem recieved a power surge, which could fry it and make it inoperable. you may have to buy a new one, if you go to a computer stroe they will be able to elaborate.
