it is a little immature thing that kids learn to do around toddler ageand most adults dont grow out of it.mostly cuz they cant find a good come back to an insult

It is meant to appear as either:

a) a teasing gesture
b) a playful gesture
c) a mean, sarcastic gesture

When they do that they're basically mocking you, but most of the times, it's in a playful way.

Its supposed to be "mean" to whomever its done but in my opinion it only makes the person doing it look stupid and immature.
