There are a lot of factors that lead to that. One is a less educated number of people, less access to protection, superstition played a major role years ago (I don't know about now). I was also under the impression that the Catholic Church's stance on using protection (even within marriage) meant that alot of people refuse to use protection.

not only are the people less eudcated by disease and how it spreads like the other answer said, but it's also a question of traditions....men used to think if they had any disease, sleeping w/ a virgin would cure them...and there is alsa a lot of rape and violence against women down there...there are more women with aids then me there...
