Yes it is, unless you want to go to a community college (worst kind of education). I got 2 perfect scores in math and reading, but my writing score was only 720, for a total of 2320. I only read this SAT guide, and that is how I got such high scores:

To enter undergraduate studies at any reputable school in the US, you have to complete the SAT and do well. Good luck!

If English is not your first or native language, the TOEFL is mandatory just to see if you can place out of English for non-native speakers.

To go to a State University, UC University, or a Private University or College you need to take the SATs or any other school like that, to go to community college no.

No if you can prove otherwise that you are exceptional. However SAT & Toefl are easier options
