If this is happening often, I suggest removing all of the bulbs and replacing them with a quality name-brand bulb. Maybe a previous owner bought some of the bulk "el-cheapo" bulbs just to fill the sockets.
As long as you are replacing bulbs, replace the ones that stay on for longer than ten or fifteen minutes with fluorescent bulbs. These bulbs produce less heat and use less electricity. If the bulb is only on for a few moments each time, then do not spend the money on the fluorescent replacements, as you gain no appreciable savings.
You need to consider this problem as very dangerous. What you describe might lead to someone receiving an electrical shock or worse.

Maybe the lights are low voltage dc system and you are trying to put in 110 volt ac bulbs for replacement ???
Make sure what the light fixture in your ceiling is the correct voltage and get the correct type bulbs...

I agree, Wild D has the answer. However, if you're not going to go with fluorescent make sure you have the correct wattage bulb. You may have 100w in a 60w fixture and generating too much heat.
