I am running a network of 12 pcs with WindowsXP PRO. I am trying to find the best way too filter content from our users. Right now I am using a Netgear Router and a switch. My router filters it but you have to enter addresses that you want too filter. We would like too be using a blacklist? I guess...What should I do?

Get a copy of IPCop at http://www.ipcop.org It's a free, open source firewall. The learning curve isn't too steep for any decent network tech.

Install it on a spare PC with 2 NICs and replace the Netgear router with it. Then install the Add-On Server and DansGuardian (Cop+) or SquidGuard on it. Use that to control and filter internet access. You can filter by rule sets for content type as well as control access via whitelists and blacklists.
