What is considered a public sale? a tag sale?

Question

In Florida a tenant abandons personal property, if the property is worth less than $500, the landlord can do what they want with the personal property (keep it, sell it, trash it) but if the personal property is worth more than $500 the landlord must put the personal property for public sale - is a tag sale considered a public sale?
