Raise children in a way that will make them love books forever.
But seriously: There will always be people who think that ideas are dangerous, that the freedom of speech is threatening, etc., etc. You can only try to keep their number small by enlightening the world with intelligent thoughts on paper, on screen, or whereever.

We can do your best to prevent book burning through education.
People burn books out of fear. Once they learn that knowledge is power, even if their beliefs are not similar to those of the authors, they will not be afraid of literature any more.
Unbiased education is the key. (Politics, religion and education should be kept separate!)

Make it a felony, any one caught burning any book would get fined 3X the price of the Books. Plus jail time.

Keep church and school completely distinct. No religion at all taught in the schools--- let that happen at home. Schools need to be about education, not religion.
Never forget, first they burn books, and then they burn people.
