Probably To help the Hospitals get Cancer patients. Hospitals are in it for the Money they are a business! They cannot operate without a certain number of patients! This likely started when Hospitals had too few patients for available beds. The Government whether U.S or Canada has gotten use to receiving the tax money and doesn't want to change it!

First of all, people die. There's nothing the government can do about that. Farming subsidies exist for all forms of farming. Farming give people jobs and the tobacco industry generates a lot of tax dollars. People that smoke (by their own choice) often do not become burdens on Social Security having died before they could get it for years and years.
