That is an HTML page produced by Microsoft Word.

What do you mean it is in front of your Wallpaper?

Do you mean on your desktop? If so just move your mouse over the top of it, you should get a bar to close it.

OR

Right Click the Desktop.
Click the Web Tab
Uncheck "Show Web content on my Active Desktop
