People feel easy when a particular problem is faced by them again and again. The criminals and corrupt people are well versed with the laws and its loop holes. So, they easily get away from any legal prosecution. They will not be afraid of law and government as they have learnt how to deal with them and how to misguide them. They can even bluff them very easily, so where's the question of fear ???
It only shows that today criminals and corrupt people have gone ahead of our rules and laws. They have learnt to misude the weakness of government. To avoid this, the laws should be amended as per today's situation and circumstances.
Laws applicable before 50 years are not tough enough for today's generation of people. So, chages should be made in constitution and laws to avoid all this !

Look at our governement and law. Did you know in Oklahoma, "Life in prison" means 20 years? Because that is the life expectancy of humans in prison. "Life in prison and 1 day" means the person is there until they die.
As for no fear, there are too many people in the prison system. So much, that if your crime is not "physical", you might be released early.
Too many people on the earth, crime rate is rising right now because of the economy. People are taking to stealing to even eat. When the economy is down, people are trying to survive by whatever means they can come by. They are not trying to be the "good citizen" and don't care about getting caught.

if you don't fear any real consequences for your actions ,either in this life or the one after, the brakes on bad (illegal, immoral etc..) behavior is often never applied...
the more people move away from belief in God and the less they see any punishment coming from their actions by government through law enforcement or social ostracizing , increasing deterioration of society will occur

there will always be crime and corruption. its part of human nature. unfortunately, many of the laws are written with much leeway for businesses/corporations to escape true punishment for their crimes/offenses againt the public. whats needed is more truth in sentencing, and more public awareness and outcry when crimes are committed, to make cirminals more accountable for their actions.
