The primary reason it is written backwards is so that it can be read the right way in your rear view mirror.
This is done for two reasons. One is so that you know that it is an ambulance, and if the lights and sirens are on, it is a life or death situation, and also so that people don't freak out and think it is a police vehicle pulling them over.

Those word are written that way so that when the ambulance hits you hard they impress that word the right way around on your forehead. When you look in the rear view it read "ambulance" correctly.

So that when you look thru the mirror, you see it straight. Try reading something thru a mirror at home, you'll see is backwards, so if you write it backwards, then you see it straight. get it?
