The Israeli's didn't use and WMD or chemical agents. The blister agent you're describing sounds like mustard gas or similar substance.
However, the US is investigating whether they used US supplied cluster bombs in residential areas. While not being regulated by treaty, it is generally not done because unexploded ordinance can later detonate kiling civilians. The cluster bombs are released and in effect act like land mines, detonating on contact or when struck or vibrated by a passing vehicle or person.

Israel warned the residents to get out of the area, they were coming in to stop Hezbollah from shooting at them. Hezbollah was fighting without uniform (which commonly shows an authority of a government to use deadly force in a conflict, and separates the fighters from the civilians). Hezbollah was using schools, medical facilities, and mosques for protective cover or active weapons storage and staging (firing) stations. Hezbollah was using individual homes and stores to hide and shoot from. Hezbollah had a network of caves and bunkers to hide in. They would use spotters to radio or telephone orders on hiding and then coming out to shoot at Israelis. They had land mines and booby-traps. Hezbollah was not exactly a bunch of babies playing in a sandbox, these were dangerous people intent on doing dangerous things.
Now, if the non-combatants are supposed to be gone, as the notices were made (they even made phone calls to individual houses, warning them to get out), and those remaining would happily kill the Israelis at the Israelis' most vulnerable moments, what the heck are you crying about? This is war, moron. Wars are dangerous and terrible things. Israel 'went the other mile' to minimize civilian losses, more than any army has ever done in any war I've ever heard of. Hezbollah's little tricks include some debilitating trap and wait for the Israeli soldier to call out for help or yelp in pain, then shoot him in the gut so he dies slowly. Israelis, like Americans, tend to go for head or chest shots and be done with it, not make people needlessly suffer.
You want to gripe about something that is wrong, gripe at Hezbollah for hiding behind women and children.

There has been no major report of anything but conventional weaponry used. However, the Hezbollah terrorists were using some rocketry loaded with ball-bearings and other special loads. If the Lebanese people had such damage as you describe done to them, it could have been from chemicals which may have been located in the area they were in, but not from the weapons.

There was no need to use any sort of high tech weapons at all they have the only weapon that they shall ever need for their enemies and that of course is the power of God. Once they established their country again after 2500 years of exile they according to the last book of the bible will never be beaten in any war nor will their enemies ever win for they are in the hands of the Lord Jehovah.

What about packing a warhead of a rocket with 1,000s of steel ball barings (in addition to the standard high explosive fragmentation warhead) and launching it into a city to try and kill as many civillians as possible? Oh wait, sorry, that was Hezbollah.
