Its by sega dream cast..the console that came out in like 1999.
i cannot remember the name of it.. its a role playing game, you play a teenager, you are always on roller skates, its set in the future, you spray paint all over cities and you can choose different characters.
something tells me its set in japan but i could be wrong
i hope someone knows this game, i really want to find it!

Its Jet Set Radio.
If you want a more upto date Jet Set Radio with a mix of GTA style gameplay try "Getting Up" its pretty sweet and has to do with spaypanting and whatnot.
