I think whenever she wants. Whenever she feels that she needs one or it doesn't support her. Or she can probably use them whenever she wants. It's a preference type of thing. Some people don't wear bras at all because they find it uncomfortable or just don't need it. So how ever you feel, if you feel that you need more support, you can start using a normal one. But it is strictly up to you girl!

It's not an age question. It's a matter of what size you are. My 45 year old sister still uses an exercise bra because she is rather on the small size.
If you can, you should go to a lingerie store (Victoria Secrets, La Senza...) and have a fitting done, IT's FREE. They will tell you what size you need to wear.
Can you ask your mom to take you??
If that's too embarrassing or not possible, there is a rule you use to find out what bra size you are......
Measure around your torso, under your breasts, then measure around your torso over your breasts. So... if your torso size is 34 and your torso size around your breast is 1/2 inch to 1 inch bigger than you are an A Cup, so your bra size will be 34A. If it's 1-2 1/2 inches bigger than your other measurement you are a size 34B.

Depends on your breast size
A = 1 inch bigger that your chest size
B = 2 inches
C = 3 inches
when you are 1 inch bigger it's all up to you and how you feel.
Sometime this helps you feel more of a girl, when wearing a real bra

I love my sports bras and wear them all the time. Use what you feel is most comfortable and looks best for u. Sports bras work great for excercising. So you might want to switch off as ur comfort level changes.

When she needs to.
Ideally take she should go to a large department store or lingere shop and get measured correctly.
Women should be measured every six months whilst still in puberty and once a year after that because the body will change due to a number of factors.

From what I understand, a sports bra during sport activity. Jogging causes the breasts to sag eventually.

excercise bras are for exercise, but i like using normal ones cause it makes me feel like a woman, I'm 12.

when her breasts have gone from airplain runways to hills. I'm still waiting for my hills. At http://www.kidshealth.org/teen/ they have a section for measuring for bras, if you measure and fit a real cup size, then you should use a normal bra.

i think that it should be a decision between you and your breasts. usually you would either stop using them when you can fit into a regular bra(what i did) or if you already have breasts big enough, but you dont think you're ready, then wait until you sure you want to change. good luck with your decision!
