Modem is both an input and output devices it modulate and demodulate the signal. it convert the digital signal to analog and analog signal to digital.

It is both an input as well as output device.
If you check the device status when connected you would see
1. Bytes Recieved
2. Bytes Sent
whenever you are surfing, you send a web-page request thats is info out (output device), when you recieve pages - thats input device. during recieving, error handling and correction - again data is transmitted to the concerned server
Hence - Its called an I/O device.
