e-mail address begins with < and ends with >, it won't send with them, but obveliously not being received without them.

Try removing the offending < and >.
An e-mail address should only look like recipient@domain.com or other varients after the domain.
Such as .org, .co.uk, etc

It's the same like sending an e-mail to any other country. If for some reason the e-mail cannot be received there is either a problem with the server or the e-mail account. Maybe the account doesn't exist anymore or is overfull, or the e-mail address is wrong.
