I suspect it's the Thames. The widest in the world is the Rio de la Plata, The River Plate.

I have done a rather large search and found the river seven at its widest point is larg enough to take the largest liner with ease and the far shore can only be seen as a speck

At the widest point in the estuary it is the Severn, about 8 miles from Cardiff in Glamorgan to Weston-Super-Mare in Somerset.

Of course, Cardiff is in Wales, not England, so the strict answer is the Thames, about 6 miles from Sheerness in Kent to Shoeburyness.in Essex.
