It is not the truth, this is all a collection of fabrication by people eager to sell their books.
If it had been a fabrication, you can be SURE Bush would have uncovered (fabricated) "proofs" against Saddam. He didn't . Explain that?

I think your idea that President Bush is responsible for this atrocity is totally insane .

Tom Clancy couldn't make that story fly the way you present it. But then I doubt anyone could make those 'facts' fly, much less cause them to crash into buildings.
