Although our chromosomes "know" from the instant of conception whether the resulting child will be male or female, development of the different sex organs doesn't begin until later in the development process. We all start out with a "blank" so to speak.

If, at a key point in a chromosomal male's development, he gets exposed to the right amount of testosterone, he will develop the male organs and be born a boy - but this is already after the nipples have started to develop. If not, the baby continues to develop as a girl.

There have been recorded cases of women going to the doctor to find out why they are infertile and finding out its because, genetically, they're male!

At the time of creation in the womb, sex isn't decided until a stage after nipples are created. So...the baby's sex could go either way and the fetus (or embryo because i'm not sure what stage it's at) has nipples just in case it will become a female.

Hopefully, someone will put that way more elegantly...

The short answer is like women, men are also Mammals and it is part of the basic genetic make up of Mammals to possess nipples. In men they have no function but men can still get breast cancer just like women, weird but true.

Because genetically they are defective females with a bit of the second x missing. Besides, in the embryonic state, without nipples, no lungs.

Because the sex of the child isn't "picked" until after the nipples have developed

Because all babies start out as girls, and only sex differentiate at a stage later than the formation of nipples

because when the fetus is forming gender is not one of the first things to be determined, so we are all given the same basic anatomy in the begining and other things form later on

Because everyone starts from the egg as a female - and it's only after time that sex is determined
