Just like why officials anywhere else are corrupt - because they have the opportunity and they want to get rich easy. That and there's nobody to stop them.

everyone running the agencies are corrupt.

Because their morals and ethics are bad and weak.They have a good examples from their bosses.They have no enough salary/income for their daily needs.They have a little opportunity to eke out their income.They have no srict laws and regulations to abolish curruption.They have many chances to do currupt actions by individuals and by cullusion (work together for bad actions).Supervising and laws enforment are weak.
