It is an old-fashioned slang term for cunnilingus, dating back to Victorian times.

So, you may be interested to know that there is a lesbian-themed novel (made into a movie) by Sarah Waters called "Tipping the Velvet," and it is set in the 1890s. The book, like the rest of her novels, has a strong lesbian theme, though this one in particular deals very candidly with the topic of lesbian sex and desire.

I've also seen the film, and it's excellent.
Here is the plot summary for you:

"Dramatised from Sarah Waters' acclaimed debut novel, "Tipping the Velvet" tells the story of Nancy Astley (Rachael Stirling), a young girl who works as cook and waitress in her Father's seaside restaurant - that is until she witnesses the extraordinary performance of a new-to-town male impersonator - Kitty Butler (Keeley Hawes) - and begins to undergo a complete life transformation. Suddenly whipped up - and quickly flung down - by her love affair with Kitty, she experiences both euphoria and deep disillusion as she embarks on a seven-year journey of self-discovery - finally realizing that a life of sensation just isn't enough."

It's actually tipping the velvet and it's oral sex. The movie is amazing and I cried like a fool through the whole thing. It's great if you haven't seen it.

Sort of sounds like a term for cunnilingus, with the velvet being the woman's pubic zone

Most lesbos call it "carpet munching" I think it should be linoleum licking if she shaves.
