If there is a "female condom" how does it work? Are there any health risks to using one? Do women regularly use "female condoms"? Where are they available?

Yes, there is! :) You can buy them online or in drug stores.

FC female condoms are strong, soft, transparent sheaths that are 17 centimetres long (about 6.5 inches—the same as a male condom) with a flexible ring at each end.

FC female condoms are inserted into the vagina prior to sexual intercourse and provide protection against both pregnancy and STIs, including HIV/AIDS. The inner right at the closed end of the condom aids in insertion and secures the device in place during intercourse, while the softer ring remains outside the vagina.

Yes, it's sold in some drug stores, you may have to ask for it. I can't remember the brand name but I find it more sensiblr for the man to wear a condom. You cannot use both at the same time

I think Jen has already answered your question quite thoroughly. I don't think many women use them. # 1 reason being, not a lot of women know they are available, and # 2 they are strange looking. I saw one on a tv show.
