I don'y remember how much the passport is but I'm guessing it's about $500 EGP or $100 USD. However they will also need an NIV (visa) which will cost an additional $100 USD. If your friend is male it may be difficult to get him here. Also, he is likely to be denied for the visa unless he is over 80 and/or he has legitimit bussiness to conduct within the US. Even my 57 year old mother-in-law was denied!

Passport is issued by the country of which you are a citizen. It is the document that grants you permission to go outside the country. So "pass- port".
Visa is a permission to enter a country.
Only good answer (current information) you can have is by asking passport office, and for visa, you need to ask this question to the consulate/embassy of the country that you wish to go to.
There is always passport and visa requirements with very few exceptions.
With passport/visa usually you are given other current information like health certification requirements and local political cautions. Where to go in case of uprisings........
Things change from time to time, as specially fees, you cannot count on answers from good intentioned people.
