that would be done using unicode. much like you should be able to see the text below in Hindi

(sorry, I dont know Tamil)
I created this by going to some site that supports Hindi unicode (http://www.geocities.com/matthewblackwell/hindiEditor.html) and then typing out my work using the kepyboard there and then copying and pasting it here for you!
I am sure there would be other places where you can do this for Tamil; and if you spend enough time, and read up unicode, you should be able to do it for yourself too!!

Also, if you're on Windows, you can install http://thamizha.com/modules/mydownloads/visit.php?cid=3&lid=3 and type in Tamil by pressing Alt+2.
