Henry VIII allowed himself the power to forgive because he was head of the Church of England. He gave his own brand of forgiveness out to himself, but I hardly believe it possible that his people - the majority of whom were Catholic at the time would have appreciated that. He gave sanction to himself, not the overall religion.
