a PC is a "personal computer." Technically, this can be any home computer, but in computer terms, it generally means a computer compatible with windows (ie, not a Macintosh or Apple).
It goes back to terminology from the 80s when IBM made a thing called "Personal Computer" and Apple made their own computer. To distinguish the two formats, they called the Apple computer an Apple, and, since lots of other companies made the dos/windows based computer, they couldn't think of anything better to call them than "PCs."

PC is a type of computer. It stands for "personal computer" and is usually equated with "IBM Compatible Personal Computer". Technically, a Macintosh is a type of personal computer, though you would never call it a PC (unless you wanted to have a million people flaming you.)
