The best way is to start by learning basic HTML, then cascading style sheets. The Dummies series has turorials for both. There are also tutorials and templates online.
First you design your site and write the code. You can just use Notepad which is free, and an image editor. If you can learn The Gimp and Inkscape, they're also free.
You can use the Visibone site to help you design your colour scheme.
The next step is to publish. The fast way is to sign up with either Yahoo Geocities, which is free but you must use your site regularly and get visitors or it will be deleted; or a paid for service such as 1&1. Both these sites have templates and design tools.

Here are some links to useful online resources. Remember to look at good and bad websites for ideas.

If u are newbie Download Yahoo Site Builder.
Then u create an account in Geocities.com

u can do everything in the site in Yahoo Site Builder.

u need 2 know html for creating your webpages. you must have sound knowledge of using graphics software.
Check that your domain name is not occupied. This can be done at www.checkdomains.com.
Contact your ISP(Internet Service Provider), he can help you in posting websites on internet. otherwise you can also check out web hosting link in yahoo
